1. Role Summary
ADRA Ukraine is seeking an Education Specialist to serve as the education focal point for the office who will lead the process of designing an education strategy for the office, identify needs and gaps within the sector, attend cluster meetings, and coordinate with education stakeholders. Education Specialist will also actively seek education funding opportunities and support concept note development.

2. Education Specialist Objectives
1. Develop Education Strategy for ADRA Ukraine in alignment with the HRP and Education Cluster Plans
2. Develop and undertake needs assessment
3. Analyze needs assessment findings and produce a needs assessment report
4. Ensure ADRA Ukraine is well-represented at cluster meetings and any other key education meetings
6. Develop Concept Note for socialization
7. Establish a network of Donors

3. Responsibilities of Education Specialist
Education Specialist will be responsible for managing the development of education programmes for ADRA Ukraine.
The consultant will be primarily responsible for:
• Actively engagement within the education sector including regular attendance at the Education Cluster meetings and sub-groups
• Provision of summarized notes from meetings to Supervisor
• Management of education documents and folders on Teams/Sharepoint channels
• Establishment of a network of education partners, donors, and stakeholders
• Development of Education strategy based on needs and gaps within the current context
• Design and management of needs assessments
• Development of a concept note for an education programme for ADRA Ukraine
• Creation, development and maintenance of a good donor network
• Facilitation of meetings with potential donors to socialize the concept note
• Management of development of relevant SOP
• Analysis and monitoring of education sector trends in the country and identification of funding opportunities
• Presentation of major findings to ADRA Ukraine Senior Management Team
• Any other duties requested by the Supervisor

4. Profile of Specialist
The Consultant should be a suitably-qualified and experienced fulfilling the following criteria:
• Minimum of five years’ experience in the field of education, experience in international development context is an advantage,
• Ability to design and oversee strategic plans;
• Expertise on education related programs/projects, with additional knowledge on Child Protection, Gender Equity and Social Inclusion,
• Experience in working with local and international education experts.
• Experience in concept note/proposal development processes,
• Strong professional writing skills in English and Ukrainian,
• Ability to manage a potentially large-scale and complex evaluation and research process, including interpreting data needs assessment;
• Ability to design, manage and implement primary research in potentially challenging project environments, such as fragile and conflict affected states. This may include the design of surveys, in-depth interviews, focus group and other research;
• Excellent communication and interpersonal skills; strong organizational management, communication and presentation skills; motivated team player with ability to work independently;
• Bachelor’s Degree in Education, Development or relevant field required,
• Master degree is preferred,
• Computer literacy (PowerPoint, Project, Excel, Word).
